Europe’s affluent democracies adopted different policy strategies to buffer their labor markets from the effects of the worldwide recession that followed the financial crisis in 2007. This article offers a sociologically anchored historical institutionalist explanation to account for this divergence. Reviewing the politics of employment policymaking before, during, and after the crisis in the United Kingdom, Germany, and Denmark, the article traces partisan actors’ tactics of maneuvering within the constraints of institutionally embedded mass preferences to legitimate their policies and improve (...) their electoral performance. The analysis moves beyond contemporary treatments of path-dependent institutional evolution in two important ways. Rather than focusing on how arrangements at the work-welfare nexus provide actors with particular functional benefits and differential power resources, it examines institutions’ ideational effects on the construction of electorates’ interests. Moreover, it illuminates partisan politicians’ room for strategic agency, breaking with interpretations that view government responses as the product of particular producer group coalitions. The first few years of driving is a critical period when driving skills develop and the driving style is established. While the actual driving skills improve during the first few years of driving, a novice driver’s view of himself/herself as a safe and/or skilful driver also develops rapidly. The aim of this study was to investigate self-evaluated driver safety and perceptual-motor skills among different age groups of young drivers, along with the relationships between self-evaluated skills and driving behaviour. The sample (...) consisted of a stratified random sample of 18–25-year-old drivers from the Finnish driving licence register. The questionnaires, which included the Driver Skill Inventory, Driver Behaviour Questionnaire and background information, were completed and returned by a total of 1,058 participants. While female drivers assessed their safety skills to be higher than their perceptual-motor skills, the opposite was true for males. In both sexes, perceptual-motor skills increased, and safety skills decreased with experience. Perceptual-motor skills correlated negatively with safety skills, lapses and errors, but positively with aggressive and ordinary violations. Safety skills correlated negatively with all DBQ variables. Safety orientation seems to be most clearly reflected in deliberate aberrant driving behaviours. Sex differences were observed in the development of behaviours and skills, perceptual-motor skills only increased with age among males, while safety skills decreased through experience among both men and women. Results showed that driving experience was strongly related to both driving style and the drivers’ view of their skills, highlighting the importance of the first few years of driving. (shrink)

This paper reviews the research done in Finland on medical ethics in the last three years and published in four leading journals. The general characteristics of this area are discussed and some comments on its most conspicuous representatives are offered. The conclusion reached is that medical ethics in Finland is still in a rather embryonic stage of development, and that more systematic and theoretically sophisticated approaches are required. However, since many physicians have become interested in ethical questions, it can be (...) reasonably assumed that a more lively and theoretically grounded discussion will ensue in the near future. In proof-theoretic semantics, meaning is based on inference. It may seen as the mathematical expression of the inferentialist interpretation of logic. Much recent work has focused on base-extension semantics, in which the validity of formulas is given by an inductive definition generated by provability in a ‘base’ of atomic rules. Base-extension semantics for classical and intuitionistic propositional logic have been explored by several authors. In this paper, we develop base-extension semantics for the classical propositional modal systems |$K$|⁠, |$KT$|⁠, |$K4$| and (...) |$S4$|⁠, with |$\square $| as the primary modal operator. We establish appropriate soundness and completeness theorems and establish the duality between |$\square $| and a natural presentation of |$\lozenge $|⁠. We also show that our semantics is in its current form not complete with respect to euclidean modal logics. Our formulation makes essential use of relational structures on bases. (shrink)

The inclusion of antimicrobial resistance (AMR) and increased research and development (R&D) capabilities in the most recent outline of the World Health Organization’s (WHO’s) international pandemic instrument signals an opportunity to reshape pharmaceutical R&D system in favour of antimicrobial product development. This article explains why the current innovation ecosystem has disadvantaged the creation of antimicrobial products for human use. It also highlights how the COVID-19 pandemic experience can inform and stimulate international cooperation to implement innovative R&D incentives to bring new, (...) life-saving antimicrobial products to the market. To address the complex challenge of global antimicrobial resistance (AMR), a pandemic treaty should include mechanisms that 1) equitably address the access gap for antimicrobials, diagnostic technologies, and alternative therapies; 2) equitably conserve antimicrobials to sustain effectiveness and access across time and space; 3) equitably finance the investment, discovery, development, and distribution of new technologies; and 4) equitably finance and establish greater upstream and midstream infection prevention measures globally. Biodiversity, climate, and nuclear governance offer lessons for addressing these challenges.

First God is a metaphysical principle causally regulating the world or Macrocosm. But in the final paragraphs of Siris, God is treated in a theological perspective. This is to say that Berkeley introduces the idea of the Trinity and relates it to the rest of his chain argument. He says that Father, Son, and Spirit correspond to the philosophical notions of sun, light, and heat. I study the final theological paragraphs of Siris and try to relate them to the preceding arguments of this book, especially the corpuscular theory of light. (shrink)

In commenting on our earlier article in IPhilosophiaD, J P Day raises four issues: those concerning (1) the correct interpretation of the concept of "conditional offers," (2) the relationship of hard conditional offers to liberty, (3) the role of preferences in distinguishing offers from threats, and (4) the moral wrongness of some forms of offering. Two of these points, the second and the third, give rise to some further argument.

One of the movements sharply critical of the Enlightenment was illuminism. Weishaupt, Saint-Martin, Eckertshausen are little more than names today yet in their time they contributed to the birth of a new and rich intellectual world, that of Romanticism. Through the life of a well-to-do citizen of Berne, Kirchberger, we see the fortunes of the illuminists, their hopes, their doubts, their ultimately marginal destiny. The book begins with a careful historical account of the papers of Kirchberger followed by a (...) description of his life. Later on we are introduced into a more speculative world: that of the post-Boehmean speculation on the Divine Sophia. The speculative mysticism of these times was an offspring of heterodox theological speculation and condemned quietistic spirituality. Philosophical discussion tends to converge on the view that narratives are at the center of the emotion of grief. In this article, I expand on this kind of view. On the one hand, I argue that key strands of phenomenological and neuroscientific studies suggest that grief consists in a complex emotional process of disconfirmation-and-updating of the narrative self-model. By heuristically drawing on an analogy between binocular rivalry and grief, I show that certain salient aspects of the phenomenology of grief, such (...) as self-alienation and ambiguity, are straightforwardly reflected by this account. On the other hand, I argue that this hierarchical approach has the resources to: (i) show that both narratable and unnarratable experiences of personal loss are both instances of grief; and (ii) differentiate between narratable and unnarratable experiences of grief, without compromising the view that self-constituting narratives are at the center of the phenomenon. This article aims to show that Locke’s discussion of tacit consent and the right to punish aliens in the Second Treatise of Government has important bearings on the moral status of undocumented immigrants. It argues that Locke conceptualized both friendly and hostile aliens, counting the former as tacit consenters to whom host states owed rights and protection. Moreover, it highlights how his approach, unlike theorists before and after him, was one that saw individuals as capable of shaping their own relationship (...) with the host. The article also examines Locke’s discussion of the federative power of the state, which includes the power to vet aliens within the country. Seen through this Lockean lens, the article argues that the vast majority of undocumented immigrants can be understood as tacit consenters or potential citizens who should be judged by how they choose to relate to the host, and not by their country of origin. While noting that the Lockean approach is not incompatible with border control, the article also shows how it puts the onus on the host to justify the power it exercises and to engage in dialogue with undocumented immigrants about what their status should be in the country. When novice music educators abandon their expressed dedication to forward-looking ideas like equity, epistemological distinctions between belief and knowledge, or lack of such distinctions, may influence such action. Political philosopher Russell Hardin argued that it makes sense for people to hold false, conflicting, and even extreme beliefs. Drawing on his work, we consider how social influences may encourage music educators to adopt a view of knowledge as the acquisition of information that is useful rather than truthful in the sense of (...) being falsifiable and supported by evidence. First, we examine how teachers’ everyday socialization may cause them to abandon practices associated with “music for all,” an ill-defined ideal—officially adopted by the (US) National Association for Music Education—that we problematize here. Second, we consider the effects of broader polarization on socialized epistemology, including amplifying effects of technology, which may contribute to an in-group versus out-group mentality. Third, we investigate how advocacy related endeavors as well as bounded social circles in both K-12 music education and collegiate music teacher education may further solidify extreme beliefs within the profession. Finally, we consider implications for practice, including providing tools for more inclusive and open-minded advocacy efforts and some version of profession-wide “music for all” that focuses on socialization and recognition. Responsible speakers avoid trafficking in bad speech, that is, speech that they have reason to believe causes or constitutes net harm. Moreover, third parties have prima facie reason to suppress such speech. As recent events have made salient just how harmful speech can be, there has been a corresponding increase in calls to suppress or censor such speech. This article argues that there are three mechanisms by which calls to suppress bad speech themselves tend to cause or constitute harm. Paradoxically, (...) then, those most concerned about the pernicious effects of bad speech ought to be especially reluctant to call for its suppression. (shrink)

Entrepreneurs with social goals face various challenges; insights into how these entrepreneurs experience and appreciate their work remain a black box though. Drawing on identity, conservation of resources, and person–organization fit theories, this study examines how entrepreneurs’ social value creation beliefs relate to their work-related well-being (job satisfaction, work engagement, and lack of work burnout), as well as how this process might be influenced by social concerns with respect to the common good. Using data from the German Public Value Atlas (...) 2015 and 2019 and the Swiss Public Value Atlas 2017, a three-study design analyzes three samples of entrepreneurs in Germany and Switzerland. Study 1 reveals that entrepreneurs report higher job satisfaction when they believe their organization creates social value. Study 2 indicates that these beliefs relate negatively to work burnout; entrepreneurs’ perceptions of having meaningful work mediate this relationship. Study 3 affirms and extends these results by showing that a sense of work meaningfulness mediates the relationship between social value creation beliefs and work engagement and that this mediating role is more prominent among entrepreneurs with strong social concerns. This investigation thus identifies a critical pathway—the extent to which entrepreneurs experience their work activities as important and personally meaningful—that connects social value creation beliefs with enhanced work-related well-being, as well as how this process might vary with a personal orientation that embraces the common good. In a discussion-note in Mind, Father P. M. Farrell, O.P., gave an account, in what he admitted to be an embarrassingly brief compass, of the Thomist doctrine concerning evil. There is one sentence in this discussion which at first glance appears paradoxical. Father Farrell has been arguing that a universe containing ‘corruptible good’ as well as incorruptible is better than one containing ‘incorruptible good’ only. He continues: ‘If, however, they are to manifest this corruptible good, they must be corruptible and (...) they must sometimes corrupt.’ The final words, despite Father Farrell's italics, strike one as expressing, not a self-evident truth, but a non sequitur. The fact that I am capable of committing murder does not entail that I will at some time commit it. It is not immediately obvious that a similar entailment holds in the case of corruption and corruptibility. (shrink)

This volume is dedicated to Mario Bunge in honor of his sixtieth birthday. Mario Bunge is a philosopher of great repute, whose enormous output includes dozens of books in several languages, which will culminate with his Treatise on Basic Philosophy projected in seven volumes, four of which have already appeared [Reidel, I 974ff. ]. He is known for his works on research methods, the foundations of physics, biology, the social sciences, the diverse applications of mathematical methods and of systems analysis, (...) and more. Bunge stands for exact philosophy, classical liberal social philosophy, rationalism and enlightenment. He is brave, even relentless, in his attacks on subjectivism, mentalism, and spiritualism, as well as on positivism, mechanism, and dialectics. He believes in logic and clarity, in science and open-mindedness - not as the philosopher's equivalent to the poli tician's rhetoric of motherhood and apple pie, but as a matter of everyday practice, as qualities to cultivate daily in our pursuit of the life worth living. Bunge's philosophy often has the quality of Columbus's egg, and he is prone to come to swift and decisive conclusions on the basis of argu ments which seem to him valid; he will not be perturbed by the fact that most of the advanced thinkers in the field hold different views. J. L. Ackrill's work on Plato and Aristotle has had a considerable influence upon ancient philosophical studies in the late twentieth century. In his writings the rigour and clarity of contemporary analytic philosophy are brought to bear upon ancient thought; in many cases he has provided thefirst analytic treatment of a key issue. An extension to a rating system for tracking the evolution of parameters over time using continuous variables is introduced. The proposed rating system assumes a distribution for the continuous responses, which is agnostic to the origin of the continuous scores and thus can be used for applications as varied as continuous scores obtained from language testing to scores derived from accuracy and response time from elementary arithmetic learning systems. Large-scale, high-stakes, online, anywhere anytime learning and testing inherently comes with a (...) number of unique problems that require new psychometric solutions. These include (1) the cold start problem, (2) problem of change, and (3) the problem of personalization and adaptation. We outline how our proposed method addresses each of these problems. Three simulations are carried out to demonstrate the utility of the proposed rating system. (shrink)

Deliberative and participatory approaches to democracy seek to directly include citizens in decision-making and agenda-setting processes. These methods date back to the very foundations of democracy in Athens, where regular citizens shared the burden of governance and deliberated every major issue. However, thinkers at the time rightly believed that these methods could not function beyond the scale of the city-state, or polis. Representative democracy as an innovation improved on the scalability of collective decision making, but in doing so, sacrificed the (...) extent to which regular citizens could participate in deliberation. Modern technology, including advances in computational power, machine learning algorithms, and data visualization techniques, presents a unique opportunity to scale out deliberative processes. Here we describe Polis, an open source web application capable of collecting and synthesizing feedback from people in a scalable and distributed fashion. Polis has shown itself capable of building shared understanding, disincentivizing counterproductive behavior, and cultivating points of consensus. It has done this in the context of journalistic and academic research, and directly as part of decision-making bodies at local and national levels, directly affecting legislation. These results demonstrate that deliberative processes can be scaled up beyond the constraints of in-person gatherings and small groups. (shrink)

Rarely have I begun a book with such keen enthusiasm only later to cool to a deep but respectful ambivalence. In this clearly written and thoughtful monograph, Canadian analytic philosopher J. L. Schellenberg spurs readers to think about religion in evolutionary terms analogous to how Darwin and others have taught us to think about nature. As I will outline, I think he has mixed success in this engaging endeavor.Schellenberg’s valuable insight, and the source of my initial enthusiasm, is his emphasis (...) on the full spectrum of what he calls “deep time” (pp. 1–7). Evolutionary thinking has rightly taught us to take the long view, but it is difficult for us to fully grasp the immensity of what this means. “Evolutionary time,” he notes, “is of an extent almost beyond fathoming—that’s why scientists call it ‘deep.”’ Quoting Stephen Jay Gould, he continues: “‘[A]n abstract, intellectual understanding of deep time comes easily enough—I know how many zeroes to place after 10 when I mean billions .. Consider the problem of allocating a scarce resource to people. A fair decision procedure is one where each person has an equal chance of receiving the resource. An unfair decision procedure is one where the chances are not equal. Normally we think that, in an unfair decision procedure, that the correct way to redress the injustice is by rerunning the allocation using a fair decision procedure. In this paper, I show that this actually creates an overall bias favouring one person, (...) and solutions to this problem are counterintuitive, in that they typically involve introducing additional unfair elements into the situation. It is well known that mitto comes to mean ‘put’ in late Latin and that it shows reflexes with this sense in the Romance languages . But the nature of this semantic change has not been fully explained, nor has the relationship of the word with other placing-terms in Latin. E. Löfstedt has stated simply that it ‘takes over the meaning ot ponere’.2 But as pono itself remains common in all types of Latin, the question arises whether the two words (...) did really come into conflict. It is the purpose of the first two sections of this article to show that for a considerable period pono and mitto occupied complementary places in a lexical system. This system exhibits a definite structure which remains unaltered from early Latin to at least the sixth century A.D., though its component terms undergo some changes. In section I pono and the words which in earlier Latin performed the functions later assumed by mitto will be discussed. In section I I we shall move on to mitto itself. It will be necessary to consider the nature and motivation of the transition ‘throwput’ as it appears in Latin. (shrink)
